An Explanation of Your Local Councils and their responsibilities

The following Guide to Services may prove very useful as many people are confused about which service each of our Councils provide.

In our particular area we have three tiers of Local Government: Staffordshire County Council, South Staffordshire Council and Great Wyrley Parish Council. Here is a “quick look” guide to which Council does what in the Parish:

Role of the Parish Council

The role of any Parish Council is to represent the interests of the whole community. It is the first tier of local government supporting the democratic process. The Parish Council is a corporate body, created by law and is accountable to the local community.

Parish Councils’ powers and duties are laid out by statute which includes the power to raise money through taxation. As custodians of taxpayers’ money Parish Councils are strictly regulated. Great Wyrley Parish Council’s adopted Standing Orders, Financial Regulations and Policies provide the regulatory framework that will ensure both legal compliance and the delivery of best practice.

Parish Council’s decisions are the responsibility of the whole body and are made collectively and by the majority of Parish Councillors.

Parish Councillors are your elected representatives to the Parish Council with elections taking place every four years. The full complement of our Parish Council is fifteen across four wards. Two of the fifteen represent the North Ward, five represent the Town Ward, seven represent Landywood Ward and one represents West Ward.  Confusingly these wards have different boundaries to those represented at District level.

Whereas Parish Councillors all volunteer their time, expertise and resources for free the Parish Council employs a small team of people to aid with services throughout the community, all but the Head Groundsman are part time.

  • Parish Clerk/Responsible Financial Officer
  • Parish Administrator
  • Community Centre Booking Clerk
  • Community Centre Assistance
  • Head Groundsman
  • Groundsman
  • Cemetery Gate Keeper
  • Cleaners x 2
  • Litter Picker

Great Wyrley Parish Council is responsible for:

Deciding on the level of Precept required in order to deliver Parish Council services.

Maintaining and administration for Cemetery, Community Centre, open spaces, recreational grounds, play areas, bus shelters.

Great Wyrley Parish Council maintains the following areas within the Parish including grass cutting and litter picking

  • Star Land, land behind the Star Inn, approximately 10.00 Acres – informal open space

Commenting, as a statutory consultee, on planning applications in the Parish.

Identifying issues important to the local community through public engagement and consultation.

Bringing about improvements to quality of life and the local environment through local projects.

Lobbying other service providers and working in partnership with other Parishes, local authorities and agencies.
